How to choose: voice only, or voice plus a face?
Most product videos are B-roll of the product with a voice explaining it. For that, you only need a voice tool: write the script, generate the audio, drop it into your editor. ElevenLabs
ElevenLabsElevenLabsAI voiceElevenLabs is an AI audio platform for turning text into natural-sounding speech, cloning voices, dubbing audio into other languages and generating music and sound effects. Free plan, paid from $6/mo.Click for Scout's full analysis is the default choice for product video voiceovers because its prices are public, the entry plan is cheap, and commercial use starts on that entry plan.
Pricing (from the ElevenLabs pricing page, monthly billing):
- Free: $0, 10k credits a month (about 10 minutes of speech). The pricing table marks commercial use as limited, and the commercial license is not included.
- Starter: $1 for the first month, then $6/month. 30k credits (about 30 minutes), commercial license, instant voice cloning. Extra minutes about $0.20 each.
- Creator: $11 for the first month, then $22/month. 121k credits (about 121 minutes), professional voice cloning. Extra minutes about $0.18.
- Pro: $99/month, 600k credits (about 600 minutes).
- Scale: $299/month, 1.8M credits, 3 seats.
- Business: $990/month, 6M credits, 10 seats.
Yearly billing exists, but the page does not show yearly prices. Prices exclude taxes.
What else you get. A library of 17,500+ voices, Dubbing Studio for translating audio, music and sound effect generation, and speech to text with speaker labels. Music and sound effects are useful for product videos, since you can make the background track in the same tool.
Watch out. Everything runs on credits, and every regeneration of a line uses more. If you rewrite scripts often or make many variants for ad testing, you can move up a tier faster than the "minutes" figure suggests. The free plan is for testing only: it does not include the commercial license, so do not use free-plan audio in ads or on your store.
Skip ElevenLabs if you want a finished video with a presenter. It makes audio, not avatar video.
Murf AI
Murf AIMurf AIAI voiceMurf is an AI voice generator for creating voiceovers from text, with 200+ voices in 35+ languages, voice cloning and video dubbing. Free plan.Click for Scout's full analysis is built around narration control, which matters if your product names, ingredients or model numbers keep getting mispronounced.
Features (from Murf's site): 200+ voices across 35+ languages; control over pitch, speed and intonation; a Custom Pronunciation Library; "Say It My Way," where you record your own reading to guide the AI delivery; voice cloning; and dubbing in 40+ languages that aims to keep the original voice. It also integrates with Canva, PowerPoint, Google Slides and Captivate, which helps if you already build product videos in Canva.
Pricing. Murf's pricing page did not show plan prices in the content we could read on November 4, 2026, and its homepage does not list them either. What Murf does state:
- The free plan gives about 10 minutes of voice generation and no commercial license.
- "Murf voices can only be downloaded with paid plans," so you cannot use free audio in a video at all.
- Paid plans include commercial rights for voiceovers.
- Its developer API model, Falcon, is listed at $0.01 per minute. That is API pricing for developers, not the price of the Studio app most store owners would use.
We will not guess the Studio plan prices. Check them on Murf's pricing page or in the app before you subscribe.
Skip Murf if you want to know your cost up front from a public price list, or you need music and sound effects in the same tool. Free plan, paid from $6/mo.Click for Scout's full analysis covers both.

HeyGen
HeyGenHeyGenAI video adsHeyGen creates videos with AI avatars that speak your script, including a custom avatar of yourself. Free plan, paid from $29/mo.Click for Scout's full analysis is the pick when you want the voice to come with a person on screen, for example a presenter walking through product features or a founder-style explainer.
Pricing (HeyGen pricing page): Free with 3 watermarked videos a month up to 1 minute; Creator $29/month ($24/month billed yearly) with 600 credits, up to 10 hours of HeyGen Voice text to speech, 1080p and no watermark; Pro from $49/month with 16+ hours of text to speech and 4K export; Business $149/month plus $20 per seat.
Voice features. 1,000+ AI voices on every plan, one voice clone even on Free with more usage on paid plans, and 175+ languages and dialects on paid plans, which is useful for translated versions of the same product video.
Watch out. The pricing page does not mention an audio-only export, so do not buy HeyGen just to get voice files. Use a voice tool for that.
Synthesia
SynthesiaSynthesiaAI video adsSynthesia turns scripts into videos presented by AI avatars, with dubbing and translation. Free plan, paid from $19/mo.Click for Scout's full analysis also makes presenter videos and is cheaper to start at $19/month ($9 for the first month) on Starter, with about 12 minutes of video a month. Pro is $89/month ($49 first month) with about 60 minutes. The free Basic plan includes 10 minutes of video a month with a watermark.
It lists 140+ languages and voices and dubbing in 70+ languages. In our reading of the pricing page, voice cloning and voice and accent preservation appear only on Enterprise, so if you want your own voice, confirm the plan with Synthesia before buying. It is aimed more at training and explainer videos than ads, which is why HeyGenHeyGenAI video adsHeyGen creates videos with AI avatars that speak your script, including a custom avatar of yourself. What it costs at two store sizes
These use only published prices. Minutes are the approximate figures each pricing page gives.
Small store: 15 product videos a month, about 60 seconds of voiceover each (about 15 minutes):
- ElevenLabsElevenLabsAI voiceElevenLabs is an AI audio platform for turning text into natural-sounding speech, cloning voices, dubbing audio into other languages and generating music and sound effects. Free plan, paid from $6/mo.Click for Scout's full analysis Starter: $6/month. 15 minutes fits inside about 30, with room for retakes.
- Murf AIMurf AIAI voiceMurf is an AI voice generator for creating voiceovers from text, with 200+ voices in 35+ languages, voice cloning and video dubbing. Free plan.Click for Scout's full analysis: price not published in a form we could confirm.
- HeyGenHeyGenAI video adsHeyGen creates videos with AI avatars that speak your script, including a custom avatar of yourself. Free plan, paid from $29/mo.Click for Scout's full analysis Creator, if you want presenter videos instead: $29/month, or $24/month billed yearly.
Busier store testing ads: 60 voiceovers a month at about 90 seconds (about 90 minutes):
- ElevenLabsElevenLabsAI voiceElevenLabs is an AI audio platform for turning text into natural-sounding speech, cloning voices, dubbing audio into other languages and generating music and sound effects. Free plan, paid from $6/mo.Click for Scout's full analysis Creator: $22/month covers about 121 minutes.
- SynthesiaSynthesiaAI video adsSynthesia turns scripts into videos presented by AI avatars, with dubbing and translation. Free plan, paid from $19/mo.Click for Scout's full analysis Starter's roughly 12 minutes would not cover 90 minutes of presenter video; you would be on Pro at $89/month or above.
The takeaway: a voice-only tool is far cheaper per minute than an avatar tool. Only pay for avatars if a face on screen actually helps the video.

Common questions
Can I use AI voices from a free plan in my product videos? Not from ElevenLabs or Murf. ElevenLabs' free plan does not include its commercial license, and Murf's free plan has no commercial license and does not allow voice downloads. Commercial use starts on paid plans for both.
How many minutes of voiceover do I get for $6 on ElevenLabs? The Starter plan includes 30k credits, which ElevenLabs lists as about 30 minutes of text to speech. Extra minutes cost about $0.20 each on that plan.
How much does Murf AI cost? Murf did not show plan prices in the official pages we could read in November 2026. Its free plan includes about 10 minutes of generation, and paid plans are needed for downloads and commercial rights.
Can I clone my own voice for product videos? Yes. ElevenLabs includes instant voice cloning from Starter and professional cloning from Creator. HeyGen includes one voice clone even on its free plan. Murf offers voice cloning, but we could not confirm which plan includes it.
How we put this together
We did not test these tools hands-on. Every fact and price comes from each company's own pages, read in November 2026: the ElevenLabs pricing page and homepage; Murf AI's homepage and pricing page (which showed no plan prices in the content we could read); and the HeyGen and Synthesia pricing pages. Prices and credit allowances change often, so confirm them on each pricing page before you subscribe.
