Shutterstock vs Envato Elements for Product Images and Store Visuals
Envato Elements suits stores making lots of ad and social creative. Shutterstock is safer for packaging and merchandise, with clearer license limits.

First: what "product images" can and can't mean
Stock content is for lifestyle backgrounds, banners, ad creative, social posts, blog headers and templates. It is not a substitute for photos of the item you actually sell. Showing a stock photo as if it were your product misleads buyers, and Shutterstock's license bans using its content in a "deceptive context." For real product photos, see best AI product photo tools.

The $25 Image downloads price is the entry tier; the page did not show prices for the larger download tiers in what we could read. The listed monthly prices are annual-commitment rates billed yearly. Individual plans are single seat. The page has a Standard/Enhanced license toggle, but the Enhanced price was not shown in what we read. No free trial is mentioned.

Paid from $16.5/mo.Click for Scout's full analysis: Envato's help center says plans "start from $16.50/month," billed monthly or yearly in advance, and that all plans include unlimited downloads of 26 million+ assets under a fair-use policy. The tiers are Core (10 AI generations), Plus (100) and Ultimate (unlimited). We could not load Envato's pricing page, and the help center does not say which plan or billing cycle the $16.50 refers to, so we cannot confirm the Plus or Ultimate prices. Licensing: the part that matters most
Both summaries below come from each company's official license terms. They are not legal advice; read the full license for anything high-stakes.
Shutterstock
Standard license covers websites, online ads, social media, email marketing and other digital uses, plus printed uses including product packaging and labeling, point-of-sale ads and business cards, as long as no image is reproduced more than 500,000 times in total. Video productions are covered if the production budget is no more than $10,000, and out-of-home ads if the campaign is under 500,000 gross impressions.
Enhanced license removes the limits on reproductions, impressions and budget, and is required for merchandise intended for sale or promotional distribution. Even then, the merchandise must include "material creative or functional elements apart from the Image(s)." So a stock photo printed alone on a mug is not what it allows.
Restrictions. No use as a trademark, service mark or logo. Editorial-only content cannot be used commercially, including in advertising or merchandise. No offensive or deceptive portrayal of people shown in images. No using content to train AI.
How long it lasts. The license is "in perpetuity," with one exception that matters: on Unlimited subscriptions, you may not make any new use after the subscription expires, and each use needs a new download.
AI output. Under its terms, you have no right to use AI-generated output until it is licensed as content, the output may not be protectable by intellectual property rights, and other users may generate similar output.
Envato Elements
What is allowed. A "non-exclusive, commercial, worldwide and revocable" right to use an item in one project to create a specific End Product. You can make unlimited copies of that End Product and modify or combine the item. Envato's help center says items can be used in marketing, advertising and products you sell, with restrictions.
Merchandise and print on demand. "You can't use an Item for merchandising" where "the primary value of the product lies in the Item itself." Envato's own example: you can't print an image as a poster and sell copies, but you can use it as a book cover and sell the book. You also can't use an item in any app that lets end users customize a product, which the license says includes "on demand" and "made to order" applications. If you run a print-on-demand store, Envato Elements content is the wrong fit for your designs.
One license per project. Each download covers one End Product. Using the same item in a new End Product needs another license. The license terms (last revised December 8, 2025) say you must register the item for each separate End Product; a newer help article says downloads are now licensed automatically and project registration is optional. When in doubt, register.
After you cancel. Once an item is part of a completed End Product made during your subscription, that license becomes perpetual. You cannot start new End Products with Elements items after the subscription ends, and if a project is unfinished when you cancel, its license ends. One Envato help article states more strictly that "you must have an active subscription to use any items you've downloaded," which conflicts with the license terms, so ask Envato before relying on old downloads for new work.
Restrictions. You can't claim trademark rights over an item in your End Product, redistribute items as stock or templates, or let end users extract an item. Fonts and add-ons can only be used by the subscriber. Music can't be used for broadcast. AI-generated content falls under separate AI Product Terms.

Choose ShutterstockShutterstockDesignShutterstock is a stock content library of royalty-free photos, vectors, video, music and 3D assets, with AI image and video generation and AI editing of stock assets. Paid from $25/mo.Click for Scout's full analysis if images will go on product packaging, labels or printed inserts, you sell merchandise that uses stock art as one element (with the Enhanced license), you want to buy a few images with no subscription, or you want licenses that clearly stay valid after you stop paying (per-download plans and packs).
Watch out with both: don't use stock images as your logo, don't show stock photos as if they were your product, and check whether an image is editorial-only before using it in an ad.

Common questions
Can I use Shutterstock or Envato images on products I sell? Shutterstock requires its Enhanced license for merchandise for sale, and the product must add creative or functional elements beyond the image. Envato's license does not allow merchandising where the item is the main value, or use in print-on-demand or made-to-order apps.
Can I keep using images after I cancel? Shutterstock licenses are perpetual, except that Unlimited subscribers can't make new uses after expiry. On Envato Elements, completed End Products stay licensed, but you can't start new ones after your subscription ends.
Can I put a stock image on my product packaging? Shutterstock's Standard license covers product packaging and labeling up to 500,000 reproductions; beyond that you need Enhanced. Envato's license terms that we read do not address packaging specifically, so ask Envato before printing.
Which is cheaper? Envato Elements starts at $16.50/month per its help center, with unlimited downloads. Shutterstock's cheapest subscription is $25/month billed yearly, but its image packs from $29 suit stores that only need a few images.
How we put this together
We did not test these services hands-on. Every fact comes from each company's own pages, read in November 2026: Shutterstock's pricing page and license page; Envato Elements' License Terms and help center articles on pricing, licensing and cancellation. We could not load Envato's pricing page, so its tier prices are not included. Licensing terms change, so read the current license before using stock content commercially.
